Along with Master of Orion I & II, (Buzz Aldrin’s) Race Into Space, Machiavelli: the Prince, Crisis in the Kremlin, and Birth of the Federation. I’ve always felt that those old DOS games (so here I’m not including MoO II and BotF) packed a lot of gameplay because they couldn’t rely on amazing graphics to endear them to audiences.
